About Rubianka

Rubianka is an energy lawyer with a specific focus on the energy aspects of real estate and development transactions. She works with private developers, commercial landlords, funders, registered providers of social housing, local authorities and other public sector organisations. Her work includes advice on heat and cooling networks, utility connections, electricity supply agreements, EV charging and wider decarbonisation and retrofit initiatives.

Recent experience

Heat Networks:

  • Advising developers and landlords on the recent introduction of the heat network regulatory regime
  • Advising developers on ESCO concession arrangements
  • Advising a G15 registered provider on the procurement of operation and maintenance contractors to service heat networks across 68 sites
  • Advising a museum on their connection to a district heating and cooling network and the offtake supply terms
  • Advising developers on outsourced services arrangements including heat network metering & billing agreements and operation & maintenance contracts
  • Advising a retirement living landlord on a contract energy management (CEM) arrangement with a heat provider

Utilities connections:

  • Advising a developer on the adoption of the electricity, gas, water and sewage networks by a single utilities provider for a site serving over 4,600 homes as well as commercial and community facilities
  • Advising developers on their electricity connection arrangements with Independent Distribution Network Operators (IDNOs) and Independent Connections Providers (ICPs).

Solar:

  • Advising commercial landlords on rooftop solar PV arrangements, including private wire power purchase agreements (PPAs) and advice on the application of the electricity licensing regulations
  • Advising a retirement living landlord on electricity supply arrangements via private wire power purchase agreements (PPA)
  • Advising an airport on the installation and long-term operation and maintenance contracts for rooftop solar PV system that will generate electricity used to power the airport

Electric Vehicles:

  • Advising private and public landlords on their “EV strategy” across site portfolios. This includes advising on the interface with Ofgem electricity licensing and pricing regulations.
  • Advising commercial landlords on long-term EV charge point concession arrangements

Energy efficiency/retrofit:

  • Advising social housing providers and local authorities on grant funded energy efficiency retrofit projects including advice on “financed retrofit” and “energy-as-a-service” models.
