The growing role of trusts in the culture, library and leisure sectors. This brochure is a summary of the current law of England and Wales. It is not intended to be an exhaustive summary of all matters which need to be taken into account when considering the alternative means of local authority service delivery. The trust is just one option and each local authority will need to consider carefully if it is the right option for the authority and the particular portfolio of services. It is hoped, however, that this brochure will provide a useful source of information for local authority members and officers contemplating such an initiative.
