About Mark

Mark has been involved in the promotion of Bills and Orders for clients including Network Rail, Crossrail, the West Midlands Passenger Transport Executive and HS2 Phase 1, during which he has gained experience and expertise in managing applications, working as part of project teams, advising on programming and procedural requirements, plans and sections, Bill/Order schedules, land referencing, consultation and all other procedural aspects of a promotion.

Before joining Winckworth Sherwood, Mark was a Referencing Project Manager at Mouchel for 9 years. During this period he gained significant experience in land and property ownership, land referencing, Book of Reference production and works and lands plans, working on notable major projects including: Crossrail (2004 to 2013), Thameslink (2006 to 2009), West Coast Mainline Route Modernisation (2004 to 2006), Thames Tunnel Tideway (2010 to 2013) and the Croxley Rail Link (2009 to 2013), utilising his detailed knowledge of the various legislations associated with these schemes.

Recent Experience

High Speed 2 Phase 1 Hybrid Bill:

His work has included assisting the Senior Parliamentary Clerks in:

  • Preparation and assurance of the plans, sections and related Bill schedules;
  • Preparation and assurance of the plans, sections, notices and related amendments for the 5 APs;
  • Compliance with standing orders in relation to the Bill deposit and the 5 APs;
  • Liaising with the DfT and counsel regarding Select Committee preparation and appearances;
  • providing support to the Parliamentary Agents and assisting in negotiations with petitioners and preparation of assurances and undertakers.

Network Rail (Ordsall Chord) TWA Order:

Advised on the application particularly, in relation to the preparation of plans and sections, land referencing, works provisions in the Order and ES and preparation of notices; preparing and making application; assisting with objection management and arrangements for public Inquiry.

Network Rail (Manchester Piccadilly and Oxford Road Station Capacity Scheme) TWA Order:

Lead clerk in advising on the application particularly, in relation to the preparation of plans and sections, land referencing, works provisions in the Order and ES and preparation of notices; assisting with objection management and arrangements for public Inquiry.

Crossrail (Plumstead Sidings) TWA Order:

Advised on the application particularly, in relation to the preparation of plans and sections, land referencing, works provisions in the Order and ES and preparation of notices; preparing and making application; assisting with objection management and arrangements for public Inquiry.
