Joanna specialises in public/private projects and in particular public sector outsourcing. She also advises both central and local government on a wide range of initiatives with particular regard to improving public sector service delivery through innovative work with public, private and voluntary sector partners. She advises on all aspects of the project including vires, procurement, corporate structures, risk management and key commercial issues.
Joanna is widely acknowledged as one of the UK’s leading experts in relation to leisure and culture outsourcing projects. Described as the “best in the business“, she has particular expertise advising on the establishment of new ‘not for profit’ organisations to work in partnership with local authorities.
Joanna and her team are also at the forefront of the new “localism” agenda working with local and regional public sector bodies to deliver more efficient and effective services to local communities through joint working and shared services.
Joanna is also a leading advisor on the ‘Business Improvement Districts’ initiative and was retained by the Office of Deputy Prime Minister to advise on the introduction of the scheme into the UK. Joanna has recently advised Reading, Camden, Hammersmith and Ealing on BID projects.
- Derby City Council: Joanna advised on the establishment of Derby Museums Trust, a new charitable organisation to manage and operate the Council’s museum and arts portfolio, including the accredited Joseph Wright Collection. The project was supported by the Arts Council which has provided significant revenue support and, going forward, is working in partnership with the City Council and Museums Trust in relation to the redevelopment of the Silk Mill, the first factory in the world. This initiative is at the heart of the Council’s strategy for the regeneration of the City.
- Waveney Theatre Project: Joanna advised on the establishment of a new charitable trust for the management and operation of the Marina Theatre in Lowestoft. Joanna advised on all aspects of the project, including the recruitment and induction of Trustees, the development of the suite of project documents between Waveney District Council and the new Theatre Trust, and negotiation of the funding settlement. The Marina Theatre has gone from strength to strength and recently completed a major refurbishment project. The project is at the heart of the Council’s regeneration strategy and to improve the cultural offer in the region.
- Bournemouth Borough Council: Joanna advised on the flagship initiative for the Council involving the creation of a new not for profit organisation to manage and operate the Council’s leisure, arts and entertainment portfolio. Joanna advised on all aspects of the project and, in particular, key advice in relation to structuring the project to maximise VAT and tax reliefs.
- Public Sector Mutuals: Joanna and the team are advising a number of their local authority clients on establishing Public Sector Mutuals to take responsibility for the delivery of public sector services. The team have developed a number of toolkits available to local authorities and their employees, providing a step by step guide to the Public Sector Mutual.
- Library Trust: Joanna is currently advising on the establishment of a new charitable entity to take responsibility for the management and operation of a library, previously managed by two London Boroughs. This is a high profile project and will be one of the first community libraries in the UK.
